Taxonomy: Annexations/Incorporations Approval

Programs that are responsible for reviewing and approving requests for annexations of unincorporated land into an existing municipality or the formation of a new municipality. Annexation proposals may be submitted by the land owner or by the municipality and are generally reviewed and approved by the local legislative body (usually the city/town council or board of supervisors) following one or more public hearings and are confirmed, if necessary, through an election. Incorporation proposals are reviewed to ensure that the new municipality will be "revenue neutral" with regard to tax revenues lost by the county as a result of incorporation and the cost of services to the new municipality; and must be approved by the local legislative body (generally the county board of supervisors) and the voters within the proposed municipality boundaries. Not all development projects involve annexation of property outside the local jurisdiction or proposals to create a new municipality.
