Programs that increase public awareness of the measures that people (and organizations) can take if caught up in an incident in which one or more armed individuals are moving through a highly populated, confined area such as a school, place of worship or other public place (e.g., shopping mall, theater), killing or attempting to kill anyone they see, in most cases using firearms and selecting their victims at random. The objective is to help people be prepared, both mentally and physically, to make the best decisions available to them in order to survive. Organizational preparedness may address prevention steps, emergency planning, staff training, exercises and, in the aftermath of an incident, managing the short and long-term consequences.
