Community based facilities that provide a residential alternative to incarceration or other sanctions for offenders who have committed technical parole or probation violations (e.g., failing to report to their probation officer, changing residence without notifying their probation officer, failing a drug test or failing to abide by a curfew), but have committed no new crimes, and need more structured supervision than standard probation or parole, but less restriction than a prison. These facilities serve as an intermediate sanction between jail and probation or parole and give offenders a chance to adjust their attitudes and change their behavior so they are better able to abide by the terms of their probation once released back to the community.
