Highly secure, community-based residential facilities that are operated by the correctional system and combine appropriate levels of punishment and treatment services for nonviolent, felony (and, in some cases, misdemeanor) offenders who require long periods of structured supervision and supportive therapy for severe drug and alcohol problems, mental illness or other serious issues. In Ohio, these facilities (known as Community Based Correctional Facilities) constitute the last step in the continuum of increasing punishment before prison incarceration imposed by the courts.
