UCPA's Early Intervention Services is sponsored by the State of Hawaii's Department of Health - Early Intervention Section. The Disaster Distress Helpline (DDH) is the nation’s only hotline dedicated to providing year-round disaster crisis counseling. This toll-free, multilingual, crisis support service is available Monday-Sunday 24 hours (call or text (800) 985-5990) to residents in the US and its territories who are experiencing emotional distress or other mental health concerns related to natural or human-caused disasters.

Seeks to preserve existing community resources. Promotes community involvement in planning and economic development. Sponsors events such as Old Hawaiian Horseback, rodeos and other cultural events. Supports community projects.

Early Childhood Services are provided to children three to six years old with delays in which age appropriate milestones are not yet met. These children typically fall outside the scope of the Department of Education & Special Education Services. The needs of each child are met through professional therapeutic services designed for the child to help them thrive in their home, preschool and community. Our goal is to better prepare the child for kindergarten and beyond by using family engagement techniques and strategies.

(TANF, TAONF) The federal Temporary Assistance for Needy Families (TANF) Program provides temporary cash assistance to eligible families. The monthly cash assistance given to families may be used to pay for food, clothing, housing and utility expenses, and other daily needs. Eligible families include at least one specified relative adult and a minor dependent child who resides in the same home. In addition, family members must be US citizens. The State of Hawaii Temporary Assistance for Other Needy Families (TAONF) Program provides the same benefits and services to Hawaii’s vulnerable families with children as the TANF program. The TAONF program eligibility includes mixed citizens and non-citizens, and single- and two-parent households.
