Disability and Communication Access Board

Disability and Communication Access Board reviews and assesses the problems, needs, services and resources in the State of Hawaii including, but not limited to, employment, education, social services, civil rights, public facilities, housing, vocational training, rehabilitation and recreation. The board publishes educational materials, sponsors workshops and provides technical assistance to industries/agencies, conducts research studies, advises State and County agencies on issues related to persons with disabilities, and conducts testing of sign language interpreters and issues state credential based on test results. The board administers the statewide program for parking for persons with disabilities. They serve as the designated state agency to coordinate state ADA compliance for access to services, employment, telecommunications, and facility and site design, establishes state guidelines for communication access services for persons with disabilities, establishes state guidelines for parking for persons with disabilities, and maintains a statewide database for parking placard. Two main programs make up the foundation of Abilities Unlimited - the Medicaid Waiver Program and the Employment Program: -Medicaid Waiver Program serves individuals with disabilities referred by the State of Hawaii Department of Health Developmental Disabilities Division, offering personal assistance/habilitation services, adult day health services, and employment services for medicaid waiver clients. -Employment Program serves clients referred by the State of Hawaii Division of Vocational Rehabilitation (DVR), assisting individuals with disabilities and other barriers to gain and maintain employment. Abilities Unlimited works with DVR clients via contracts: Supported Employment Program and Vocational and Work Adjustment Training Services. Financial Assistance: A limited amount of indirect assistance is available to any cancer patient in Hawaii for patient services not covered by insurance such as transportation for medical appointments and treatment, breast prostheses, wigs and hats. Referrals to local resources as well as mainland resources too.
