The Office of Housing and Community Development is responsible for the planning, administration and operation of all of the County of Hawai‘i’s housing programs such as the Section 8 rental assistance for qualified families. (ADAD) Plans, coordinates and implements statewide services relative to alcohol and drug abuse. Certifies substance abuse counselors and program administrators and accredits substance abuse programs. Agency does not provide direct services to the public but funds various private agencies.
