Disability and Communication Access Board reviews and assesses the problems, needs, services and resources in the State of Hawaii including, but not limited to, employment, education, social services, civil rights, public facilities, housing, vocational training, rehabilitation and recreation. The board publishes educational materials, sponsors workshops and provides technical assistance to industries/agencies, conducts research studies, advises State and County agencies on issues related to persons with disabilities, and conducts testing of sign language interpreters and issues state credential based on test results. The board administers the statewide program for parking for persons with disabilities. They serve as the designated state agency to coordinate state ADA compliance for access to services, employment, telecommunications, and facility and site design, establishes state guidelines for communication access services for persons with disabilities, establishes state guidelines for parking for persons with disabilities, and maintains a statewide database for parking placard. (Meal Delivery - Hawaii Meals on Wheels) Medical meal (diabetic, renal, chopped, pureed, etc.) delivery service to homebound kupuna. Meals are frozen or hot, as needed. Frozen meals delivered once a week to your home and is a week's worth of meals. Hot meals are daily during weekdays, including all holidays. Both hot and frozen programs offer medical meals. Helps frail elderly and disabled individuals preserve their independence at home by providing nutritious meals and regular personal contact. Clients will have to have limited mobility; not be able to meet certain criteria of daily living i.e. difficulty dressing themselves, unable to cook or shop on their own. For private pay and sponsored services, A Hawaii Meals on Wheels staff will check in with their physician on their health status.

Free INTERIM dental clinic for those with no insurance. Provides exams, cleanings, fillings and extractions. Provides root canal work as well. Walk-ins are welcome, though appointments are encouraged. Located in the Aloha United Way building (Building B) on the corner of North Vineyard Blvd and A'ala Street.

(Sex Abuse Treatment Services) Provides comprehensive services for families and individuals who have experienced sexual abuse within the family. Services are provided to child and adult victims, non-offending partners, alleged juvenile and adult offenders, and siblings. Treatment is provided through individual, dyad, family therapy and an extensive group program. The various components of the program are designed to reinforce each other for more comprehensive treatment. Provides group counseling, individual counseling, mother-daughter counseling, couples counseling, and family counseling services for victims of incest, their siblings, non-offending parents, and offenders.

Provides taxicab transportation including wheelchair accessible taxi transportation. All fares are determined by metered rates as dictated by the City & County of Honolulu. Program will be expanded to include special programs for senior citizens.

Elder Law Program focuses on legal issues of socially and economically needy elders on Oahu and provides advice/counsel and referrals for problems involving public entitlements, guardianship/conservatorship, housing, landlord/tenant, elder abuse, age discrimination, consumer protection, healthcare decisions, and planning for incapacity and death.

Provides technical assistance to reduce waste of land and water resources. Recommends methods to conserve agricultural resources and maximize these national assets. Provides financial assistance for emergency watershed protection measures.

(Alaka'i Na Keiki) Alakai Na Keiki provides children, youth and adults with psychological and substance abuse assessments, sex abuse, mental health and substance abuse treatment as well as individual and group therapy.

Provides technical support to the Mayor's Office, Planning Commission and County Council regarding land use matters. Prepares long-range plans to guide county development. Provides information about community and regional planning processes.

(OSHA) COVID-19: Please refer to the guidelines/directions from the Centers of Disease and Prevention Control as well as the guidelines/directions and orders/proclamations from the government for more information. OSHA cannot enforce the Covid-19 guidelines/directions/orders/proclamations. Administers the Occupational Safety and Health Law and the Boiler and Elevator Safety Law. Conducts investigations of workplace catastrophes or fatalities and employee complaints regarding workplace hazards. Provides consultation to employers and training to employers and employees to encourage voluntary compliance with the Occupational Safety and Health Law standards and rules. Inspects boilers, pressure systems, amusement rides, elevators and similar equipment.

Maintains information resources, i.e. books, magazines, newspapers, musical recordings, video and audio tapes, State and County government documents and Hawaiiana materials. Provides fax service to send messages to State legislators. Provides access to Internet.

Inspects and certifies grade, quality and condition of agriculture products such as fresh fruits, vegetables, flowers, foliage, shell eggs, animal feed, coffee, nuts and processed food products. Develops grade standards. Educates public to use grade standards. Administers federal standards and compliance.

Provides HIV testing, STD testing and HIV testing, vaccinations.

(Easter Seals Hawaii Kauai Home and Community Based Services) Easterseals Hawaii provides individualized early intervention services to children under 3 with special needs and their families. Services include - Development of an Individualized Family Support Plan (IFSP) by professionals who work with parents to meet their child’s developmental goals. Parent coaching and family support from occupational therapists, physical therapists, speech therapists, special educators and social workers. Developmental evaluations. Resources, information, and referral services. Assistance to families in transition planning for their child’s transition into appropriate settings, such as the Department of Education special education, Head Start or preschool. Treatment Focus Areas are Cognitive, Language and Communication, Physical, Development, Social and Emotional, Adaptive/Self Care. Family plays a key role in a child’s life. Program focuses on building a support team for the family and assisting them in meeting challenges presented by their child with special needs. The partnership between parents and professionals provides an opportunity for parent coaching and building a foundation of tools and strategies that parents need to support their child’s growth and participation in their community.

CancerCare provides limited financial assistance to people affected by cancer. As a nonprofit organization, funding depends on the sources of support we receive at any given time. If we do not currently have funding to assist you, our professional oncology social workers will always work to refer you to other financial assistance resources. Please check our website periodically for funding updates. Please note: CancerCare’s financial assistance does not cover basic living expenses such as rent, mortgages, utility payments, or food.

The Office of Housing and Community Development is responsible for the planning, administration and operation of all of the County of Hawai‘i’s housing programs such as the Section 8 rental assistance for qualified families.
