Mentally Overcoming Challenges and Adversity
(MOCA) Mentally Overcoming Challenges and Adversity (MOCA) is a safe space for all youth ages 12 years old - 24 years old to talk about mental health challenges and get help locating resources in their community.
MOCA provides youth and young adults with: 24/7 access to support and resource referrals, non-judgmental and anonymous support via trained staff, and connection to nationwide resources, including mental health support, and services.

Residential Treatment
Provides confidential individual, group, family treatment programs for substance abuse. Conducts programs over 12 - 15 weeks. Focuses on education, skill building, therapy, psycho-education. Serves court-referred youth and students at participating schools. Residential services including intensive therapy of chemically dependent youth referred by families, courts, CAMHD, others.
Crime Prevention and Justice Assistance
(McGruff Program, Take a bite out of Crime Program) Provides education, training, research, and coordination and monitoring of federal grants on the issues of crime prevention and system improvement to criminal justice agencies, the Legislature, and citizens to establish a safer and better informed community. Offers programs including the McGruff "Take a Bite Out of Crime" program, internet safety, and crime research and trend analysis. Coordinates and administers federal grants including the Edward Byrne Memorial Grant (criminal justice block grant for drugs and violent crime, available only to government agencies). Violence Against Women Act (grant for violence against women), and Victim of Crime Act (grant for victim assistance and compensation programs). Leads the Hawaii Sexual Assault Response and Training Program consisting of a multidisciplinary, multi-agency effort to assist sexual assault victims and hold offenders accountable.

SUN Bucks
(Summer EBT) Summer EBT, also called SUN Bucks, is a new and permanent program to provide benefits to households with school-aged children to purchase food during the summer. Households will receive $177 for each qualifying child, to be spent during the summer months. Eligibility must be established annually.
The SUN Bucks Program for Summer 2025 operating period will be from May 31, 2025 through August 3, 2025.
When will SUN Bucks expire?
Unused benefits expire 122 days after the date benefits are issued. Please use the benefit within that time frame. Once expired, the benefit cannot be reloaded.

For children who automatically qualify, the SUN Bucks EBT card with the $177 benefit already loaded will be mailed out by FIS starting the week of May 19th via USPS. Households should anticipate that it may take 1-2 weeks for delivery. Cards are sent to the mailing address based on the child’s school records, or the household's mailing address per their SNAP or TANF case if the household participates or has participated in those programs.
If families believe we may have incorrect mailing information, if any children in your household were missing from their eligibility notification, or if you have any questions about the online application process, then they should contact the SUN Bucks Customer Service toll-free at (888) 975-7328.
