Family Self-Sufficiency Program

The purpose of the Family Self-Sufficiency (FSS) program is to enable eligible families to achieve economic independence and self-sufficiency. Kauai County Housing Agency's (KCHA) FSS program is the conduit between the client and the appropriate supportive services necessary to achieve independence. FSS case managers are assigned to FSS participants to make a proper assessment of strengths, needs and aspirations. The case manger will guide each client through a service plan which outlines short and long-term goals. Some of the services provided to families include: child care, transportation necessary to receive services, remedial education, job training and preparation, substance abuse treatment and counseling, training in homemaking and parenting skills, training in money management, training in household management; and any other services and resources appropriate to assist eligible families to achieve economic independence and self-sufficiency. Assesses client information and circumstances to determine need and/or eligibility for services and benefits. Provides burial assistance benefits including burial, burial allowance, plot or interment allowance, headstone or grave marker, burial flags, presidential memorial certificate, dependency and indemnity compensation and other benefits. Provides escort services including accompanying and personally assisting a client to obtain services. Provides letter writing, letter reading, records repository, notary public, recordation of forms. Forestry and Wildlife Division - Molokai

Issues permits for hiking, hunting, taking of plants from reserve areas. Sells seedlings for Christmas trees, reforestation and wind breaks. Manages public hunting areas, public hiking areas, forest reserves, wildlife sanctuaries, and natural area reserves. Accepts reports of forest pests, including new and unusual weeds and certain birds. Pest reports accepted include: wild pigs, snakes, large lizards, ferrets, the banana poka (a weed), the bulbul (a bird) on neighbor islands, and the mongoose on Kauai.

Manoa Heritage Center

The Manoa Heritage Center is committed to preserving and interpreting the heiau, the Native Hawaiian garden, the historic home and the natural and cultural history of Manoa Valley for future generations. Volunteer opportunities to lead tours through botanical gardens that surround the historic home and ancient heiau. School Food Services Branch

State of Hawaii Department of Education provides free or reduced prices for meals to school children unable to pay because of financial need. Others pay for daily lunches. Effective for the school year 2025-2026, students who qualify for reduced-price meals will receive one breakfast and one lunch daily at no charge, in accordance with Act 139, Session Laws of Hawaii 2025. While these students will still be categorized as reduced-price eligible under federal guidelines, their meals will be scanned as “Reduced – No Charge.” If a student would like to purchase a second meal or a la carte items such as milk, funds will need to be deposited into their account. Online payment is available at https://ezschoolpay.com. Prices for student second meals and adult meals at breakfast and lunch, have increased to $3.50 for breakfast and $7.50 for lunch. For students in a Community Eligibility Provision (CEP) school, the CEP program allows a school district, a group of schools or a single school to serve free meals to all students even if they do not qualify for free or reduced-priced lunch. Visit the website for the list of participating schools. Applications open for 2023-2024 school year middle/end of July.

The intensity of the program varies over the course of service, starting with weekly home visits, and reducing the frequency as the family and child meet their goals.
