Offers case management to help link residents to resources in the community to help stabilize them and begin to rebuild their lives. Mana’olana Emergency Shelter and Transitional Housing is located adjacent the KEO office at 2808 Wehe Road, Lihue HI 96766. Also offers dinner meals, showers, sleeping and laundry facilities.

Hawaii District Health Offices (DHO) serves the community with proficiencies in emergency preparedness, family health services, public health nursing, services for the developmentally delayed, environmental health services which includes vector control, clean air, clean water, and sanitation programs, vital statistics (births, marriages, deaths), and mental health services. Provides temporary assistance and information for residents of the Island of Hawaii who have tested positive for COVID-19 and cannot safely self-quarantine or self-isolate at home. (SSO) Department of Education Seamless Summer Option (SSO) Program provides meals free of charge at participating public schools for children 1 year old - 18 years old June 9, 2026 - July 17, 2026. Children do not need to be enrolled in public school to participate. Schools will serve breakfast 7:15 am - 8:45 am and lunches from 10:30 am - 12:00 pm. There will be no meal service on the June 11, 2026 (Kamehameha Day) and July 3, 2026 (Independence Day observed) state holidays. All meals must be eaten on campus; no grab-and-go options are available. Children do not have to be enrolled at a participating school to be served, and meals will consist of solid foods. Provides information for medical professionals and the public inquiring about first aid advice and treatment recommendations for poisons. Provides information about medications, garden and household products and poisonous plants, animals or insects.

(Emergency Food) U-Turn for Christ distributes food and provides emergency food to those that are in need.

Educates pet owners on the need to make provisions for the care of animals that may outlive them. Gives guidelines on how to make arrangements such as finding a guardian who will care for the pet after the original owner dies, what needs to be included in the pet owner's will and estate plans, how to leave money to fund that pet's life-long care, and information pet owners can gather that will be used to help ease their pet's transition to a new home.

Kailua District Park Market is a low cost market where farmers sell fresh produce, baked goods, and fish directly to the public. Provides services to individuals with disabilities who are seeking employment or independent living functioning. Provides counseling and guidance, physical and mental restoration, interpreter and reader services, technological aids, occupational licenses and rehabilitation technology. Independent living services for the severely disabled include recreational referrals, basic skill development, mobility training and instruction in personal home management skills. Provides technological aids and devices appropriate to achieving goals.

(Ohana Connections Program) The core beliefs of the program are: all children entering foster care have the right to know and connect with their family, a right to learn about their family history, a right to maintain their family relationships, and a right to belong to a family, community, and place. Like all children, they deserve to feel stable, secure, and loved. The ‘Ohana Connections Program, working in conjunction with the ‘Ohana Finding Program, finds and engages the foster youth’s family members and other kinship family, and then helps nurture and support those renewed family connections. The time it takes for `Ohana Connections to be completed varies in length for each family, but all efforts work toward the goal of the program: to help families reweave their family cloth so every foster child has relationships that can last for a lifetime.
