Administers statewide system of commercial harbors consisting of seven deep draft and two medium draft harbors. The seven deep draft ports serving the State are Honolulu and Barbers Point on the island of Oahu, Port Allen and Nawiliwili on the island of Kauai, Kahului on the island of Maui, and Hilo and Kawaihae on the island of Hawaii. The medium draft facilities are Kewalo Basin on Oahu and Kaunakakai on Molokai. Also responds to harbor complaints.

Schedules an annual members' exhibition, an annual members contest and periodic shooting opportunities. The Hawaii Health Systems Foundation (HHSF) operates across all the Hawaiian islands and Hawaii Health Systems Corporation (HHSC) regions. (Puuhonua Prison Program - Pre/Post-Release Assistance to Oahu Offenders, Pu'uhonua Prison Program - Pre/Post-Release Assistance to Oahu Offenders) Puuhonua Prison Program helps incarcerated men and women navigate through the challenges of re-entering society, which includes avoiding homelessness, becoming rehabilitated, securing employment, and avoiding recidivism. Program participants receive help obtaining MedQUEST health insurance, SNAP/financial assistance, Goodwill clothing vouchers, bus passes, and referrals to shelter/housing resources and prospective employers. Puuhonua staff meet with offenders on-site at Oahu’s correctional facilities and also provide support post-release. (Hilo Employment Services, ESLPR, ESLIP, ESRI) Employment services for people with barriers to employment: persons with low-income, immigrants, or individuals who were previously incarcerated. Services include assessment, job readiness training, job placement and retention, vocational training referral and assistance.

(Hawaii Relief Program) Maui Economic Opportunity has been contracted to administer the Hawaii Relief Program. Eligible applicants may receive up to four months of financial assistance, including: -Up to 4 months of rent or mortgage (up to $6,000 per month) -One time security deposit (actual housing deposit amount up to the maximum of $6,000) -Up to 4 months of utility assistance ($2,000 per month per utility source) -One time Utility deposit (up to $3,000 per utility source). Utility payments may include electricity, gas, or water expense, or a combination of these utility sources. Water expense may include sewer service fees. Payments are made directly to landlords, mortgage lenders, or utility providers. (H-HEAP, Low-Income Home Energy Assistance Program - Energy Crisis Intervention - Central, LIHEAP ECI, ECI) Hawaii Home Energy Assistance Program (H-HEAP) Energy Crisis Intervention (ECI) is designed to help families keep their utilities (gas or electric) on, especially those households that are most vulnerable, such as the elderly, the disabled, and households with young children. H-HEAP primarily assists households by applying an energy assistance grant directly to the energy provider on behalf of the eligible household. Applications are accepted year-round.
