City and County of Honolulu's Department of Community Services is now accepting pre-eligibility inquiries for home loans up to $40,000. Families earning up to 80% of Honolulu’s area median income can qualify. Loans will be awarded on a first-come, first-served basis to qualified Oʻahu residents. Step 1 – If you appear eligible, the lender will be asked to list the City's Down Payment loan of $40,000 (or less) as "subordinate financing" on your Uniform Residental Loan Application (commonly referred to as a Fannie Mae Form 1003 or Freddie Mac Form 65). Step 2 – After initial loan approval from your first mortgage lender, the lender will be asked to submit electronic copies of your loan application and supporting documents to the City. The City will use copies of the lender's finalized loan forms and supporting documentation to approve the Down Payment loan.

(Women Infants and Children Nutrition Program) The Special Supplemental Nutrition Program for Women, Infants and Children (WIC), is a federally funded program which provides Hawaii residents with nourishing supplemental foods, nutrition education, breastfeeding promotion and health and social service referrals. The participants of WIC are either pregnant, breastfeeding, or postpartum women, and infants and children under age five who meet income guidelines and have a medical or nutritional risk. Nutrition and Health Education: WIC will answer your questions about what to eat for a healthy pregnancy and help you plan family meals and snacks. Education and support for moms who breastfeed: WIC has specially trained staff to answer your breastfeeding questions. Ask for more information about our breast pump loan program. (TANF, TAONF) The federal Temporary Assistance for Needy Families (TANF) Program provides temporary cash assistance to eligible families. The monthly cash assistance given to families may be used to pay for food, clothing, housing and utility expenses, and other daily needs. Eligible families include at least one specified relative adult and a minor dependent child who resides in the same home. In addition, family members must be US citizens. The State of Hawaii Temporary Assistance for Other Needy Families (TAONF) Program provides the same benefits and services to Hawaii’s vulnerable families with children as the TANF program. The TAONF program eligibility includes mixed citizens and non-citizens, and single- and two-parent households. Developing Options to Violence (DOV) offers a full spectrum of services to women, men, adolescents, and children in the intervention and prevention of domestic violence. Professional counselors on call to help youth who are in psychiatric crisis or to supplement the efforts of their caregivers. Counselors can refer clients to specialized, short-term, out-of-home placement when needed. The following services are available to families experience domestic violence: Adult Programs

• Domestic violence interventions services for individuals who use physical, emotional, psychological and/ or sexual abuse in intimate relationships.
• Support groups for individuals who are experience emotional, psychological and/or sexual abuse in intimate relationships.
• Violence Control groups for individuals who have use violence towards other family members (parents, siblings)

Adolescent Program: To assist adolescents in understanding their behavior and how to make appropriate changes. Children's Group: To help children who have witnessed domestic violence understand it and deal with their feelings about it. Parents are required to participate in support group while children receive services.

(Family Peace Center - Oahu, FPC) Oahu Family Peace Center teaches non-violent problem-solving skills for families struggling with adult aggression and behavioral dysfunction. The program emphasizes partnership, equality, and respect among families. The center provides support for survivors/victims and child witnesses of domestic violence that includes individual and group counseling, case management, parental classes, community referrals, and legal system advocacy. Support for offenders includes violence intervention groups. Community education and training for schools, community groups, and agencies available. Groups area available after hours in the evening.
