(PACT) The Building Industry Association of Hawaii (BIA Hawaii) offers a Pre-Apprenticeship Construction Training (PACT) program, funded through the Workforce Innovation and Opportunity Act (WIOA) in partnership with Work Hawaii. This six-week program is free for qualifying individuals and is intended to prepare participants for entry-level employment in the construction field. The curriculum includes: OSHA 30 Certification; CPR/First Aid/AED and Bloodborne Pathogens; Introduction to carpentry, HVAC, plumbing, and electrical; Green building fundamentals; Lead Renovation, Repair and Painting (RRP) Certification; Disaster site safety (15-hour OSHA); Job readiness support, including resume preparation and interview coaching; A guided tour of an active construction site. Participants also earn nationally recognized credentials, including the Home Builders Institute (HBI) Pre-Apprenticeship Certificate, and leave the program prepared for roles such as laborer, carpenter, plumber, or electrician assistant with pathways toward advancement in the industry.

Enforces the State Wage and Hour Law, Wages and Hours of Employees on Public Works Law, Payment of Wages and Other Compensation Law, Child Labor Law, and Hawaii Family Leave Law. Administers statewide program of labor law enforcement involving compliance investigations of minimum wage, overtime, and payroll records, prevailing wage and overtime for laborers performing work on State and County public works construction projects, illegal deduction, late pay, and pay statement violations. Administers program for hearings related to unlawful suspension or discharge due to work injury or garnishment. Investigates unlawful practices relating to lie detector tests. Enforces Hawaii child labor law relating to employment of minors under 18 years of age. Provides information on obtaining work permits.

Offers parenting education classes to help raise responsible, cooperative, and caring children. Classes are designed for parents of children birth - 18 years old.

Provides rental subsidies (through the Housing Choice Voucher Program) to very low income families. Under the Housing Voucher Program, the maximum subsidy is primarily based on an applicable payment standard less 30% of the family's monthly adjusted income, but no less than $50; the family pays the balance of the rent. (Positive Youth Development, OYS) Services youth ages 10 years old to 21 years old who are engaging in or at-risk of engaging in behaviors such as drug use, delinquency, and/or unprotected sex which lead to teen pregnancy. The program focuses on youth who are in crisis, have no basic necessities or no support systems and are approaching adulthood. We address areas of social well-being, knowledge, reasoning and creativity, vocational preparation, and social responsibility. Program activities address the following areas: youth leadership; educational development; community service and service learning; mentoring and intergenerational support; performing/visual arts and humanities; sports, fitness and health; self awareness and interpersonal dynamics; as well as basic money management/budgeting and job readiness.
