(H-HEAP, LIHEAP ECI, ECI, Low-Income Home Energy Assistance Program - Energy Crisis Intervention) The Hawaii Home Energy Assistance Program (H-HEAP) is a federally funded program that provides eligible low-income households with a one-time utility assistance payment.
Emergency Crisis Intervention (ECI) assists households in crisis (utility termination is current or impending) by assisting with a one-time credit up to $650.00 to help restore or prevent termination of electric or gas services through Hawaiian Electric or Hawaii Gas Company.
Applications are accepted on a month-by-month basis, but approvals are limited and space fills quickly. Payments are made directly to your utility company.
You can choose either Energy Credit (EC) or Emergency Crisis Intervention (ECI), just one assistance per fiscal year.
A checklist of additional required documents is included in the application. Documents can be sent as a PDF or JPEG as long as copies are clear.
H-HEAP will not be responsible for returning original documents if sent in (e.g. ID's, Birth Certificates, Social Security Cards, Paystubs, Housing Documentation, etc.); Please provide copies only.

(E-Kokua Club) The Epilepsy Foundation of Hawaii (EFH) offers a free membership to the E-Kokua Club to children, teens, adults, and caregivers. Through monthly cultural healing activities (hula, lei-making, ukulele, art therapy), peer support groups, and seizure first aid education, the E-Kokua Club provides a welcoming, stigma-free community where families can learn, connect, and thrive.
In addition, EFH is the local manager of the National Epilepsy Helpline for Hawaii. This means families calling for seizure support, education, or resources speak directly to persons in the islands who understand our communities.

The federal Supplemental Nutrition Assistance Program (SNAP) provides crucial food and nutritional support to qualifying low-income and needy households, and those making the transition from welfare to self-sufficiency. The SNAP processing center provides public assistance, food stamps (SNAP) and financial assistance, to eligible individuals and families. They handle new applications and ongoing assistance.
A paper copy of the application can be downloaded, printed, signed and submitted via US postal mail or dropped off in the drop box.
