(H-HEAP, Low-Income Home Energy Assistance Program - Energy Crisis Intervention - Leeward, LIHEAP ECI, ECI) Hawaii Home Energy Assistance Program (H-HEAP) Energy Crisis Intervention (ECI) is designed to help families keep their utilities (gas or electric) on, especially those households that are most vulnerable, such as the elderly, the disabled, and households with young children. H-HEAP primarily assists households by applying an energy assistance grant directly to the energy provider on behalf of the eligible household. Applications are accepted year-round. (DOTAX) State of Hawaii Department of Taxation - Oahu collects State taxes, provides information and assistance on preparation of tax forms, provides assistance to the elderly and the disabled in filing State tax credits, issues general excise tax licenses, and furnishes State tax forms. DHS Disability Determination Branch. The Disability Determination Branch (DDB) is also part of the Division of Vocational Rehabilitation. DDB determines whether Hawaii applicants for Social Security and Supplemental Security Income (SSI) disability benefits meet the required medical and/or psychiatric/psychological and vocational criteria to be found disabled. (Positive Youth Development, OYS) Services youth ages 10 years old to 21 years old who are engaging in or at-risk of engaging in behaviors such as drug use, delinquency, and/or unprotected sex which lead to teen pregnancy. The program focuses on youth who are in crisis, have no basic necessities or no support systems and are approaching adulthood. We address areas of social well-being, knowledge, reasoning and creativity, vocational preparation, and social responsibility. Program activities address the following areas: youth leadership; educational development; community service and service learning; mentoring and intergenerational support; performing/visual arts and humanities; sports, fitness and health; self awareness and interpersonal dynamics; as well as basic money management/budgeting and job readiness. Operates 24-hour child abuse and neglect hotline. Receives all reports of child abuse or neglect. Provides case consultation and assessment. Provides crisis intervention on behalf of children in need of immediate protection.

School-based programs are during or after-school and conducted in collaboration with school counselors. Programs offer therapeutic peer support groups that follow the Hawaii Department of Education (HDOE) public school calendar. Kids Hurt Too Hawaii (KHTH) is expanding school-based groups upon request from schools. Requirements include a dedicated therapeutic space for conducting groups at the school. KHTH provides the supplies and set-up as well as trains volunteers to assist if allowed with professional staff available at every group. Currently at Paia and Nanakuli. The program is expanding to other schools upon request. Currently helping elementary school aged children.
