(Women Infants and Children Nutrition Program) The Special Supplemental Nutrition Program for Women, Infants and Children (WIC), is a federally funded program which provides Hawaii residents with nourishing supplemental foods, nutrition education, breastfeeding promotion and health and social service referrals. The participants of WIC are either pregnant, breastfeeding, or postpartum women, and infants and children under age five who meet income guidelines and have a medical or nutritional risk. Nutrition and Health Education: WIC will answer your questions about what to eat for a healthy pregnancy and help you plan family meals and snacks. HNL Tool Library’s mission is to increase the resource wealth of our local community by providing a platform for sharing, education, and skill development. We provide a membership based community tool lending program for a monthly fee, which provides access to tools that might be unaffordable otherwise. You can borrow as many tools as you need to help you get the job done. You can borrow a tool for one week, and can renew tools for a second week if no one else reserves them. We also provide blades and bits, basic used consumables are free to borrow. New and specialty items are available for a small fee.

The purpose of the Family Self-Sufficiency (FSS) program is to enable eligible families to achieve economic independence and self-sufficiency. Kauai County Housing Agency's (KCHA) FSS program is the conduit between the client and the appropriate supportive services necessary to achieve independence. FSS case managers are assigned to FSS participants to make a proper assessment of strengths, needs and aspirations. The case manger will guide each client through a service plan which outlines short and long-term goals. Some of the services provided to families include: child care, transportation necessary to receive services, remedial education, job training and preparation, substance abuse treatment and counseling, training in homemaking and parenting skills, training in money management, training in household management; and any other services and resources appropriate to assist eligible families to achieve economic independence and self-sufficiency. Provides services to individuals with disabilities who are seeking employment or independent living functioning. Provides counseling and guidance, physical and mental restoration, interpreter and reader services, technological aids, occupational licenses and rehabilitation technology. Independent living services for the severely disabled include recreational referrals, basic skill development, mobility training and instruction in personal home management skills. Provides technological aids and devices appropriate to achieving goals.

(Domestic Violence Advocacy) Families who are enrolled in Temporary Assistance for Needy Families (TANF) or Temporary Assistance to Other Needy Families (more commonly known as “welfare”), are required to be engaged in activities that will ultimately lead them to self-sufficiency. Program recipients for whom issues of safety and domestic violence are interfering with their progress can call upon Domestic Violence Advocacy to help them find support to change their situations. Services include: assessment, service planning, counseling services, case management and linkage and referral. Provides client advocacy for women referred by Department of Human Services (DHS) in need of case management and support to leave domestic violent relationships. Six month time period given to provide victims the opportunity to gain focus and perspective of their personal goals and career choice.

(TANF, TAONF) The federal Temporary Assistance for Needy Families (TANF) Program provides temporary cash assistance to eligible families. The monthly cash assistance given to families may be used to pay for food, clothing, housing and utility expenses, and other daily needs. Eligible families include at least one specified relative adult and a minor dependent child who resides in the same home. In addition, family members must be US citizens. The State of Hawaii Temporary Assistance for Other Needy Families (TAONF) Program provides the same benefits and services to Hawaii’s vulnerable families with children as the TANF program. The TAONF program eligibility includes mixed citizens and non-citizens, and single- and two-parent households. State of Hawaii Department of Education provides free or reduced prices for meals to school children unable to pay because of financial need. Others pay for daily lunches. Effective for the school year 2025-2026, students who qualify for reduced-price meals will receive one breakfast and one lunch daily at no charge, in accordance with Act 139, Session Laws of Hawaii 2025. While these students will still be categorized as reduced-price eligible under federal guidelines, their meals will be scanned as “Reduced – No Charge.” If a student would like to purchase a second meal or a la carte items such as milk, funds will need to be deposited into their account.
