Hawaii Emergency Food Assistance Program
(HEFAP, Hawaii Emergency Food Benefit, HEFB) The Hawaii Emergency Food Assistance Program (HEFAP) is a new state-sponsored food benefit that is separate from the Supplemental Nutrition Assistance Program (SNAP) benefit. HEFAP will provide a benefit of $250 per person in a household. The HEFAP will be restricted to purchase food and groceries at retail locations that accept Electronic Benefit Transfer (EBT) cards.

Starting November 10, 2025, SNAP recipients seeking information about the Hawaii Emergency Food Assistance Program (HEFAP) can contact the Public Assistance Information Line Monday-Friday 8:00 am - 4:15 pm. Callers can check the status of their HEFAP benefits using the Virtual Agent or speak directly with a live agent for further assistance by calling the statewide number (855) 643-1643, then saying "Emergency” or pressing 7. You may also continue to check for further updates on the DHS website at https://humanservices.hawaii.gov.

Disability and Communication Access Board reviews and assesses the problems, needs, services and resources in the State of Hawaii including, but not limited to, employment, education, social services, civil rights, public facilities, housing, vocational training, rehabilitation and recreation. The board publishes educational materials, sponsors workshops and provides technical assistance to industries/agencies, conducts research studies, advises State and County agencies on issues related to persons with disabilities, and conducts testing of sign language interpreters and issues state credential based on test results.
The board administers the statewide program for parking for persons with disabilities. They serve as the designated state agency to coordinate state ADA compliance for access to services, employment, telecommunications, and facility and site design, establishes state guidelines for communication access services for persons with disabilities, establishes state guidelines for parking for persons with disabilities, and maintains a statewide database for parking placard.
