The Office of Housing and Community Development is responsible for the planning, administration and operation of all of the County of Hawai‘i’s housing programs such as the Section 8 rental assistance for qualified families. Its overall goal is to provide for the development of viable communities in Hawaii County by providing decent housing, suitable living environments and expanding economic opportunities.

Provides general medical care, coordination of specialty services and preventive medicine. Provides care in dermatology, orthopedics, ophthalmology, obstetrics, gynecology, pediatrics, rheumatology and physical therapy. Also provides flu and pneumonia vaccines.

Services include long term care, 24/7 basic emergency services, outpatient clinic lab and x-ray, physical therapy, occupational therapy, nutritional services, recreational activities, social work, on-site physicians, and skilled and intermediate nursing care. There is also a medical clinic adjacent to the hospital which has outpatient services including family practice, pediatric neurology, acupuncture, Chinese medicine, laboratory, and x-ray facilities.

Maintains information resources, i.e. books, magazines, musical recordings, video and audio tapes, State and County government documents and Hawaiiana materials. Provides fax service to send messages to State legislators. Provides access to wi-fi and telephone reference service.

Sponsors/supports legislation, rules and regulations beneficial to federal employees and retirees. Advises about rights under retirement laws and regulations. Promotes the general welfare of active employees and retired persons and assists survivors in processing of death benefits. Assists with all types of annuity and health benifit problems. Our Brain Injury Program provides acute rehabilitation for patients who have sustained traumatic brain injury. We provide a comprehensive and individualized plan using an interdisciplinary team approach, working closely with patients and their families/caregivers to address specific needs and goals. Our patient-centered care model is focused on patients to maximize their potential. The REHAB staff also includes Certified Brain Injury Specialists (CBIS) who have the expertise and knowledge to work with special needs following a brain injury. We help patients schedule a follow-up appointment with their physicians in our Physicians Clinic so they can continue their rehabilitation therapy in our outpatient NeuroTrauma Recovery Program (NTRP). The NTRP is designed for patients recovering from a traumatic brain injury and provides comprehensive rehabilitation assessment and service for impairments in cognitive, psychosocial and physical abilities due to a traumatic brain injury. Caregivers and family members are provided with a three-hour Caregiver Education and Training (CET) prior to discharge, meeting with each member of the interdisciplinary care team to get hands-on training.

Serves as the liaison office for the Governor's Office in American Samoa. Helps people obtain documents such as birth and marriage certificates from the Vital Records Office; verification of completion of High School from the DOE and travel autorizations for those traveling without the proper documents. Also has a volunteer immigration case worker who assists with immigration and social services matters.

Provides job search and placement services including assessment counseling, and referrals. Provides labor and market information. Cooperates with agencies involved with federal and state job training programs. Refers clients to job training programs. Provides resume and job search preparation workshops.

(West Hawaii Mayors Office) Issues disabled parking permits. Receives complaints and inquiries and directs them to the proper department or agency. Provides informational services for various projects and programs.

Kauai Crime Stoppers allows members of the public to remain anonymous while providing the police with vital information to get criminals off the streets.

Provides a safe and stimulating environment for the frail, elderly, and disabled adult. Provides social and related support services in a protective home setting during any part of the work day. The home environment will provide a pleasant, comfortable and safe surrounding for the elderly on a more personalized level outside of any institutional setting. Assists participants to remain in the community and promote the individuals maximum level of independence through social and psychological stimulation to mainstream and prevent further deterioration. (Pa‘ūpili - Lahaina 3rd Saturdays) Festivals of Aloha provides Paupili 3rd Saturdays in Lahaina. It is a monthly community healing gathering held on the 3rd Saturday of the month 10:00 am–5:00 pm in Lahaina Town. Hosted by the Maui Emotional Resilience Collective (Maui ERC) – Healing Journey Team, this series creates a safe, culturally grounded, and inclusive space for residents impacted by the 2023 Maui wildfires. Through cultural practices, music, movement, art, storytelling, and reflection guided by local practitioners and kupuna, Paupili supports collective healing, strengthens emotional resilience, and helps restore community connection and cohesion.

Perinatal support services provides case management services to women who receive their prenatal care at Waianae Coast Comprehensive Health Center (WCCHC) from the time they enter prenatal care until 3 months postpartum. Perinatal support services also offers prenatal classes to pregnant women and their partners in the Waianae community.
