• Pain that is not managed by over-the-counter pain medication.
• Uncontrolled bleeding in the mouth.
• Broken or knocked-out tooth.
• Dry socket or other result of a recent surgery, including stitches that need to be removed.
• Pain from a dental appliance that needs fitting or trimming.

Disability and Communication Access Board reviews and assesses the problems, needs, services and resources in the State of Hawaii including, but not limited to, employment, education, social services, civil rights, public facilities, housing, vocational training, rehabilitation and recreation. The board publishes educational materials, sponsors workshops and provides technical assistance to industries/agencies, conducts research studies, advises State and County agencies on issues related to persons with disabilities, and conducts testing of sign language interpreters and issues state credential based on test results. The board administers the statewide program for parking for persons with disabilities. They serve as the designated state agency to coordinate state ADA compliance for access to services, employment, telecommunications, and facility and site design, establishes state guidelines for communication access services for persons with disabilities, establishes state guidelines for parking for persons with disabilities, and maintains a statewide database for parking placard. Supports children who have been physically or sexually abused, or severely neglected. Funding is provided through foundation grants and private/business donations. The "Enhancements" include such needs as medical, dental, glasses, travel, sports fees, school graduation packages, classes in hula, ukulele, karate, as well as summer school or correspondence school courses, therapy and counseling, air fare so youth can participate in inter-island cultural and sports events, and orthodontia (braces). Also sponsors public education and community awareness activities and materials to help prevent child abuse in the community, as well as inform children and adults how to report or respond to a report of child abuse.

The program was launched to help the uninsured, but it can also be used to discount drugs not covered by health insurance. There are no applications, fees, resrtictions, or eligibility requirements. The Hawaii Rx Card is accepted at all chain pharmacies. No personal information is required to get the card; no personal information is collected on processed prescriptions.
