(Kahoolawe Island Reserve Commission) The Kaho'olawe Island Reserve Commission (KIRC) was established by the Hawai'i State Legislature in 1993 to manage the Kaho'olawe Island Reserve while held in trust for a future Native Hawaiian sovereign entity.
