Provides services to individuals with disabilities who are seeking employment or independent living functioning. Provides counseling and guidance, physical and mental restoration, interpreter and reader services, technological aids, occupational licenses and rehabilitation technology. Independent living services for the severely disabled include recreational referrals, basic skill development, mobility training and instruction in personal home management skills. Provides technological aids and devices appropriate to achieving goals.

(Domestic Violence Advocacy) Families who are enrolled in Temporary Assistance for Needy Families (TANF) or Temporary Assistance to Other Needy Families (more commonly known as “welfare”), are required to be engaged in activities that will ultimately lead them to self-sufficiency. Program recipients for whom issues of safety and domestic violence are interfering with their progress can call upon Domestic Violence Advocacy to help them find support to change their situations. Services include: assessment, service planning, counseling services, case management and linkage and referral. Provides client advocacy for women referred by Department of Human Services (DHS) in need of case management and support to leave domestic violent relationships. Six month time period given to provide victims the opportunity to gain focus and perspective of their personal goals and career choice.

Provides employment and training services for adults and youths including job training, classroom training, career counseling, placement, and follow-up.

(Network Enterprises Ticket to Work Program, Network Enterprises Ticket-to-Work Program) Services are provided for individuals with severe disabilities who are issued a Ticket-to-Work through a contract with the Social Security Administration.

Provides care coordination to target populations. Participates with communities to problem-solve health issues. Provides education in women and child health, chronic diseases, etc. Facilitates access to health care. Conducts screening tests and source/contact investigations on tuberculosis (TB) cases. Provides health services in public schools, consultation to private schools, day care, and residential care homes.

(Homelessness Prevention) This program serves families with children at risk of homelessness. If eligible, families can typically receive up to 3 months of rent (past due rent or future rent), utility assistance, or rental deposit.

(Ola I Ka Hana Youth Program) Program for low-income at at-risk youth who are in or out of school. Help with building skills to obtain a High School Equivalency or GED, exploring post-secondary education, and employment exploration.

(Womens Health) Provides women's health care services including annual well-woman exams, pap smears, clinical breast exams, birth control and contraception. Diagnoses and treats minor gynecological concerns and sexually transmitted infections. Provides pregnancy testing, pregnancy and postpartum care, breastfeeding and lactation consulting. Teen counseling and education is available. Offers perimenopausal and menopausal support.

(ADRC) The Aging and Disability Resource Center is the source for individuals who are aging and have disabilities to get impartial information about support and services that help them remain living at home as long as possible with dignity and quality of life. The ADRC staff members provide Options Counseling. It's a process that assists you to make informed decisions to select the long term services and support you need to age well and maintain independence. The ADRC is for people of all incomes and ages, to help you make plans that carry out your individual needs and preferences. It is also a point of access for all publically funded long term support programs and benefits. ADRC is operated by the State of Hawaii in cooperation with the four county governments.

(CNHA, Council for Native Hawaiian Advancement) Hawaiian Council is a member-based non-profit organization that has served the Native Hawaiian community since 2001. Organization participates in political advocacy, provides vocational programs through a professional trade academy, provides financial assistance to lessees on Hawaiian home lands, and emergency mortgage, rent, and utilities assistance programs. SBA Microloan Program Starting March 1, 2021 the Hawaiian Council will be accepting loans from $2,500 to $50,000 without a capital contribution from the client. SBA Microloans are oriented to acquisition of inventory, materials, furniture and commercial equipment, improvements to physical plant and working capital. We provide business technical assistance free of charge for the life of the loan. Collateral may be required according to the risk and viability of the business to be financed. Lending is subject to availability of SBA funding. The Kealahou Initiative (Kī) is designed to support the development of ʻōpio leaders through entrepreneurship and innovation. This program is for opio ages 14 years old - 30 years old ready to take their creative ideas and passions through the design and entrepreneurial process, where you can start your own business, social movement, or government initiative. This program will help ʻōpio go from idea to being pitch-ready for investors and supporters at the rate that is best for them. KUHANA ​The Hawaiian Council is launching KuHana Cohort 6 – Food Systems Edition this coming January 10, 2022. All Hawaii-based food-system related (farmers, distributors, value-add) businesses are welcome to apply. Preference will be given to Hawaiian Council members and Hawaiian or minority-owned businesses. Top performers from this cohort will be invited to compete in the Mahiai Match-Up Competition hosted by Kamehameha Schools, where the winners will have an opportunity for an agricultural land or commercial property agreement to expand their company operations. (Hoala Hou - High Risk Reduction) Provides prevention services to youth ages 10-17. Department staff utilizes Best Practice or Evidence Based prevention curriculums to educate youths and parents on the dangers of substance abuse/use. We continue to provide on-going substance free activities at various schools statewide and partner with other local agencies. The department also works to develop a variety of prevention curriculum, incorporating Hawaiian values, culture, and practices.
