(H-HEAP, Low-Income Home Energy Assistance Program - Energy Crisis Intervention-Windward, LIHEAP ECI, ECI) Hawaii Home Energy Assistance Program (H-HEAP) Energy Crisis Intervention (ECI) is designed to help families keep their utilities (gas or electric) on, especially those households that are most vulnerable, such as the elderly, the disabled, and households with young children. H-HEAP primarily assists households by applying an energy assistance grant directly to the energy provider on behalf of the eligible household. Applications are accepted year-round. Transitional Family Care for youth 5 - 17 years of age with emotional and/or behavioral disturbances, Hale Kipa's Therapeutic Foster Care Program provides community-based services within a family home setting. The 3-9 month program is often a "step-down" from hospitalization or a residential setting and can be helpful in transitioning youth from a higher level of care to successful integration into the community.

We will assist with coordination of 12 step work (where one person who has arrested their drinking problem will work with someone who has a desire to stop drinking alcohol). We provide information about the over 300 local AA meetings on Oahu. Volunteers who answer the phones may share experiences with alcoholism and recovery with callers to provide support and encouragement.
