(H-HEAP, Low-Income Home Energy Assistance Program - Energy Crisis Intervention-Windward, LIHEAP ECI, ECI) Hawaii Home Energy Assistance Program (H-HEAP) Energy Crisis Intervention (ECI) is designed to help families keep their utilities (gas or electric) on, especially those households that are most vulnerable, such as the elderly, the disabled, and households with young children. H-HEAP primarily assists households by applying an energy assistance grant directly to the energy provider on behalf of the eligible household. Applications are accepted year-round. Hawaii Emergency Food Assistance Program

(HEFAP, Hawaii Emergency Food Benefit, HEFB) The Hawaii Emergency Food Assistance Program (HEFAP) is a new state-sponsored food benefit that is separate from the Supplemental Nutrition Assistance Program (SNAP) benefit. HEFAP will provide a benefit of $250 per person in a household. The HEFAP will be restricted to purchase food and groceries at retail locations that accept Electronic Benefit Transfer (EBT) cards. Callers can check the status of their HEFAP benefits using the Virtual Agent or speak directly with a live agent for further assistance by calling the statewide number (855) 643-1643, then saying "Emergency” or pressing 7. The 3-9 month program is often a "step-down" from hospitalization or a residential setting and can be helpful in transitioning youth from a higher level of care to successful integration into the community.
