The Kauai DHO serves the community with proficiencies in emergency preparedness, family health services, public health nursing, services for the developmentally delayed, environmental health services (vector control, clean air, clean water, and sanitation programs), vital statistics (births, marriages, and deaths), communicable disease control, and mental health services. Provides temporary assistance and information for residents of the Island of Kauai who have tested positive for COVID-19 and cannot safely self-quarantine or self-isolate at home. The Family Court hears legal matters involving children; domestic relations cases including divorce, child support, paternity, custody matters; domestic violence cases including civil restraining orders involving family members; civil commitment cases, guardianships of adults, and adult abuse cases.

(Ka 'Ohu Hou O Manoa Transitional Housing) Transitional housing program (up to 9 months residency) for homeless women (in stable recovery from drug and/or alcohol addiction) and their children. Individual families live in a peaceful, clean and sober, supportive environment in a large, furnished bedroom with a full size bed, bunk bed, dresser, desk and closet.

Best Buddies Middle Schools and High Schools fosters one-to-one friendships between students with and without Intellectual and Developmental Disabilities (IDD). Students with IDD are often isolated and left out of social activities. Best Buddies helps to create an inclusive school climate for students early on in their educational development. The middle school and high school years are a time of heightened social and emotional development and can be difficult even for those without IDD. Best Buddies helps break through social barriers at an important time in a young person's life.
