(H-HEAP, Low-Income Home Energy Assistance Program - Energy Crisis Intervention-Windward, LIHEAP ECI, ECI) Hawaii Home Energy Assistance Program (H-HEAP) Energy Crisis Intervention (ECI) is designed to help families keep their utilities (gas or electric) on, especially those households that are most vulnerable, such as the elderly, the disabled, and households with young children. H-HEAP primarily assists households by applying an energy assistance grant directly to the energy provider on behalf of the eligible household. Applications are accepted year-round. Transitional housing for HIV+ individuals who are homeless or at-risk of becoming homeless. Participants may stay between 3 and 24 months; there is on-site curricula, one-on-one counseling, and group activities. Participants pay 30% of income towards rent. Not a hospice or treatment facility, but ensures that participants are connected to needed primary medical care and support services.

Marianas Hawaii Medical Referral Office Assists citizens of the Northern Mariana Islands who are visiting or living in Hawaii. Provides services to CNMI residents for medical referrals, student services for students who want to attend Hawaii schools and colleges. Also provides information for potential visitors to Marianas. The Mariana Islands consist of Rota, Tinian, Saipan and Northern Islands.

The federal Supplemental Nutrition Assistance Program (SNAP) provides crucial food and nutritional support to qualifying low-income and needy households, and those making the transition from welfare to self-sufficiency. The SNAP processing center provides public assistance, food stamps (SNAP) and financial assistance, to eligible individuals and families. They handle new applications and ongoing assistance. A paper copy of the application can be downloaded, printed, signed and submitted via US postal mail or dropped off in the drop box.
