(Hoala Hou - High Risk Reduction) Provides prevention services to youth ages 10-17. Department staff utilizes Best Practice or Evidence Based prevention curriculums to educate youths and parents on the dangers of substance abuse/use. We continue to provide on-going substance free activities at various schools statewide and partner with other local agencies. The department also works to develop a variety of prevention curriculum, incorporating Hawaiian values, culture, and practices. (Aloha Diaper Pantry) The Aloha Diaper Bank supports newborns up to 3 years old who are facing poverty or family crises due to job loss or personal circumstances. Working in collaboration with various local agencies that serve low-income, homeless, and families in crisis, we provide essential diapers and wipes. Families are encouraged to register with one of the partner agencies to receive ongoing support and access other valuable services during challenging times. Additionally, the Aloha Diaper Bank offers a one-time emergency assistance package, including 75 diapers and 2 packs of baby wipes, to address immediate needs.

Provides comprehensive social work services to seriously mentally ill adults including assessment, assistance in development of individualized service plan. Provides advocacy, and supportive counseling. Offers linkage and referral to additional services such as treatment, housing, psychosocial rehabilitation and entitlement acquisition (welfare, SSI benefits, etc.). Assists in independent living skill building, and provides psycho-education.

Maintains information resources, i.e. books, magazines, musical recordings, video and audio tapes, State and County government documents and Hawaiiana materials. For youth who have run away or experienced a crisis. The program is geared to help youth work out their problems and whenever possible keep the family unit intact. Family counseling is an important part of their stay. Parental consent is necessary unless the youth is referred by Child Protective Services. The Emergency Shelter Services Program is geared to help youth work out their problems while keeping the family unit intact with the help of regular family counseling. The length of stay typically ranges from 1 to 30 days and are offered in two settings, Group Shelters and Kamala Homes. There is one shelter for boys and one shelter for girls.

Fares are capped and your money goes toward a daily pass. Once you spend the amount of a pass, you ride the rest of the day for free. Senior non-resident fares are $3. Transfers are free within 2.5 hours of riding the vehicle.

Provides island wide public transportation, including transportation for disabled individuals. The County of Hawai'i Mass Transit Agency also provides a Shared Ride Taxi Program in Hilo. Provides housing, case management, and nutrition services to Hawaii residents on Island of Oahu with disabilities, including HIV/AIDS and have very low income. Housing services include transitional shelter, short-term rent assistance, utility assistance, security deposit assistance, and rental subsidy programs. Case management is provided in conjunction with housing assistance. Nutritional services includes grocery distribution, home delivery to the house bound, and twice weekly hot lunches.

Provides a fun and educational program for children and young adults to build character, to train on the responsibilities of participating citizenship, and to develop personal fitness. Promotes and encourages youth of all ages to participate in group work and outdoor activities.

(SSO) Department of Education Seamless Summer Option (SSO) Program provides meals free of charge at participating public schools for children 1 year old - 18 years old June 9, 2026 - July 17, 2026. Children do not need to be enrolled in public school to participate. Schools will serve breakfast 7:15 am - 8:45 am and lunches from 10:30 am - 12:00 pm. There will be no meal service on the June 11, 2026 (Kamehameha Day) and July 3, 2026 (Independence Day observed) state holidays. All meals must be eaten on campus; no grab-and-go options are available. Children do not have to be enrolled at a participating school to be served, and meals will consist of solid foods.
