Kaiser Permanente is offering critical mental health and addiction services and resources. Members do not need a referral to access behavioral health care at Kaiser Permanente. Provides outpatient individual, family and group counseling, psychiatric care, and chemical dependency treatment services. (Act 278) The Mediation Center of the Pacific has been contracted to administer the Eviction Mediation Pilot Program. This two-year pilot program requires early and free mediation between landlords and tenants before eviction for nonpayment of rent. The program runs February 5, 2026 - February 4, 2028. Tenants have 10 calendar days to respond to an eviction notice. If a tenant requests mediation in 10 day notice period, then the landlord must participate before filing for eviction. Mediation sessions are online via Zoom or in person, per request. For landlords, visit the website for more information and to submit a Landlord Intake Form to start the process. (H2H, Hele2Work, Hele to Work) The staff of the Hele2Work Employment Program at the Institute for Human Services (IHS) provide job readiness and post employment follow up services, as well as job search assistance along with referrals to job training classes and vocational training programs when available for those who qualify to participate in them. All Hele2Work services are free to those in need who are homeless, or who are at-risk of becoming homeless if employment is not secured quickly.

Provides a national toll-free phone line to answer commonly asked questions on postal service, such as service hours, zip code and address information, and mailing rates. A caller attempting to reach a postal worker in Hawaii, or who asks a question that cannot be answered by Mainland operators, will be given a local number to call. The Honolulu Police Community Foundation offers scholarship awards to persons entering or enrolled in an Associate degree (two-year) program or in a Bachelor’s (four-year) program, to persons entering or enrolled in Post Graduate studies in a Master’s or Doctorate program at an accredited university or college in the United States, and to persons desiring to pursue a Bachelor’s degree on a part-time basis at a university or college campus on Oahu, and to persons pursuing a Professional Certification at an accredited trade school in the United States.

Early Childhood Services are provided to children three to six years old with delays in which age appropriate milestones are not yet met. These children typically fall outside the scope of the Department of Education & Special Education Services. The needs of each child are met through professional therapeutic services designed for the child to help them thrive in their home, preschool and community. Our goal is to better prepare the child for kindergarten and beyond by using family engagement techniques and strategies.

Issues learners permits, license renewals and converts out of state driver's licenses. Administers road tests for all motor vehicle drivers licenses including commercial and motorcycle. Offers voter registration to eligible licensees. Issues Hawaii State Identification cards.

Provides facilities, equipment and training to enable educational, government and non-profit agencies and Oahu cable subscribers to produce non-commercial programming for the cable access channels. Manages a Central Production Center in Mapunapuna and has established other satellite production centers. Public service announcements and programs produced outside of Olelo's facilities may also be submitted for cablecasting, provided they are sponsored by a local resident or organization. Refers personal care attendants (PCAs) to disabled adults and frail elderly for in-home care and/or chores. Offers subsidies for PCA care fees only.

(Employees Retirement System - Liaison) Acts as liaison for Employee's Retirement System questions. Acts as Employees' Retirement System counselor and liaison for all State or County employees and retirees.

Offers rewards of up to $1000 to tipster who give information that leads to arrest or indictment of persons committing crimes or for the recovery of stolen property. All calls are confidential. Different unsolved crimes will be publicized in paper or television. Also accepts information on missing persons.
