(H-HEAP, Low-Income Home Energy Assistance Program - Energy Crisis Intervention-Windward, LIHEAP ECI, ECI) Hawaii Home Energy Assistance Program (H-HEAP) Energy Crisis Intervention (ECI) is designed to help families keep their utilities (gas or electric) on, especially those households that are most vulnerable, such as the elderly, the disabled, and households with young children. H-HEAP primarily assists households by applying an energy assistance grant directly to the energy provider on behalf of the eligible household. Applications are accepted year-round. Easterseals Hawaii provides individualized early intervention services to children under 3 with or at risk for developmental delays and their families. Services include: Development of an Individualized Family Support Plan (IFSP); Parent coaching and family support; Developmental evaluations; Resources, information, and referral services; Assistance to families in transition planning for their child’s transition into the Department of Education special education, Head Start or preschool. Treatment Focus Areas: Cognitive; Language and Communication; Physical; Development; Social and Emotional; Adaptive/Self Care. Program focuses on building a support team for the family and assisting them in meeting challenges via parent coaching and building a foundation of tools and strategies that parents need to support their child’s growth and participation in their community.

Raises and distributes voluntary funds based on high priority community needs to participating agencies. Does not provide financial aid to individuals. Agencies are local health and human services organizations.

Peer Recovery Coach, Peer Mentors, Peer Specialist Trainers, Veteran Court Mentors, Forensic Peer Specialist Hawaii Vet 2 Vet Inc. delivers client centered Mental Health and Substance Abuse Peer Recovery Educational and Community Support Services. Stakeholders have the ability to remain focused on the goals that are created and outlined in each participants Individualized Treatment and Recovery Plan.

Provides education and information about substance abuse, evaluation of substance abuse problems and referral to appropriate help. Operates a lawyer Alcoholics Anonymous support group with lawyer sponsors. Provides intervention services for attorneys or judges who are impaired either by substance abuse or have other problems such as mental illness. Confidential service with no records going to authorities of any kind, even within the legal community.

(HCBS) Adult Day Health in combination with Community Learning Services Group supports participants through a set of services on site and community based. Residential Habilitation provides individualized supports that assist the resident with the acquisition, retention, or improvement in skills related to living in the community. Chore Service provides services to maintain the home as a clean, sanitary and safe environment in order to ensure the participant’s health and welfare. Community Learning Services, Individual supports participant’s integration in the community. Personal Assistance/Habilitation includes a range of assistance or habilitative training services provided in the participant’s own home or family home to enable a participant to acquire, retain and/or improve skills related to living in his/her home. Training and Consultation assist unpaid caregivers, paid service supervisors and/or paid support staff in implementing the goals and outcomes developed from the person-centered planning process included in the Individualized Service Plan. RCH started its Developmental Disabilities Domiciliary Homes program in 1977. The homes were built by RCH with funds from the U.S. Department of Housing and Urban Development (HUD). The homes are licensed and monitored by the State Department of Health. Currently, RCH operates two domiciliary homes with a capacity of housing and providing services for up to four residents in each home. The homes are managed by Domiciliary Home Managers who provide a family environment and support the residents in developing their independent daily living skills through integration in the community. The program consists of a highly structured skill developmental training program focused on personal care, social integration, and systematic positive behavior changes. The program is complemented with a day activity program and transportation services.
