(DPP Storm Response FAQs, DPP Storm Response Frequently Asked Questions) City and County of Honolulu Department of Planning and Permitting (DPP) provides a Frequently Asked Questions (FAQ) with information about emergency repair work that may be completed without first obtaining a permit, provided a permit application is submitted on the next working day after work begins. ---The Department of Planning and Permitting (DPP) will host a “Rebuild Oahu” event this Saturday, April 18, 2026 9:00 am - 5:00 pm at the Community Assistance Center located in the Waialua District Park gymnasium. To help residents make the most of their visit, DPP is offering free, one-on-one prescheduled appointments with staff throughout the day. Each 20-minute session will focus on helping participants navigate the process to repair or rebuild their home or business, including questions about zoning, permitting pathways, and any required approvals. Youth identified as requiring intensive mental health services may be enrolled with the Department of Health (DOH) Family Guidance Center (FGC) located in the school district of their home school. They are assigned an FGC Mental Health Care Coordinator (MHCC) at that time. The youth may, and often will, continue to receive School-Based Behavioral Health (SBBH) services and supports from the Department of Education (DOE) in conjunction with the intensive mental health services.

Provides support and information for lesbian, gay, bi-sexual, transgender and questioning youth, their parents, teachers, counselors, and youth workers. If enough participants are available we can provides weekly support groups for lesbian, gay, bisexual, transgender and questioning youth up to age 25, when we have a minimum of 5 interested participants.

Provides counseling and referral for Air Force personnel and family members who have been sexually harassed or discriminated against on basis of race, color, sex, religion, or national origin. Investigates sexual harassment or discrimination complaints.

RICO investigates complaints that allege possible licensing violations. Licensing violations vary depending upon the particular license, but include allegations such as professional misconduct, misrepresentation, poor workmanship, substance abuse, or operating without a required license. RICO receives complaints from a wide variety of sources, including consumers, boards, other law enforcement agencies, other state boards, businesses, competitors, and licensees.

Serves environmentally at-risk families. Participants include prenatal women and families with children birth to three years old. The infants and children are considered at-risk for child abuse and neglect and developmental delays. The program provides comprehensive home visitation, child development screening and intervention, as well as psychosocial assessment, and motivational readiness for treatment and brief counseling. The intensity of the program varies over the course of service, starting with weekly home visits, and reducing the frequency as the family and child meet their goals.

Provides legal assistance in criminal, involuntary commitment and family cases to indigent accused persons threatened with loss of liberty.

Rents and sells home medial equipment and rehabilitation aids such as manual wheelchairs, power wheelchairs, walking aids, bedding and bathroom aids, etc.

Kapaa Missionary Church provides food in grocery boxes. The church also provides emergency food.

Healthy Mothers Health Babies Coalition of Hawaii (HMHB) offers "Hawaii Cribs for Kids," a safe sleep education course, for low-income, high-risk pregnant women and their families. This program provides education on the risk factors, how to create a safe sleep environment, and tracks the baby's health throughout its first year of life. Health centers and community partners refer income-eligible parents to HMHB, and each eligible family receives a free Pack n' Play crib after completing the class so their child has a safe place to sleep.

Offers a place for frail and not-so-frail seniors to gather and socialize with others. Program targets isolated seniors who are alone during the day and are in need of mental and physical stimulation to maintain their current level of functioning, thus delaying the need for more supportive care. This is a day activities program for the elderly. The focus is on healthy aging through intervention in the mental and social decline of seniors. Activities are age- and level-of-functioning appropriate and include chair exercise, arts and crafts, socialization, singing and games that challenge them.

Developing Options to Violence (DOV) offers a full spectrum of services to women, men, adolescents, and children in the intervention and prevention of domestic violence. Professional counselors on call to help youth who are in psychiatric crisis or to supplement the efforts of their caregivers. Counselors can refer clients to specialized, short-term, out-of-home placement when needed. The following services are available to families experience domestic violence: Adult Programs

• Domestic violence interventions services for individuals who use physical, emotional, psychological and/ or sexual abuse in intimate relationships.
• Support groups for individuals who are experience emotional, psychological and/or sexual abuse in intimate relationships.
• Violence Control groups for individuals who have use violence towards other family members (parents, siblings)

Adolescent Program: To assist adolescents in understanding their behavior and how to make appropriate changes. Children's Group: To help children who have witnessed domestic violence understand it and deal with their feelings about it. Parents are required to participate in support group while children receive services.

Offers complete family dentistry including exams, x-rays, cleaning, fluoride treatment, fillings, crowns, bridges, dentures, etc. Dental emergency treatments include dental pain and facial swelling relief and extraction.

Provides community programs such as: awards system, ride along, tours, law enforcement, neighborhood watch programs, speakers bureau, operation ID and police/military relations. Also provides (upon request) Keiki ID cards at special events and/or schools (does not provide ID cards on an individual basis).

Provides adult education opportunities for people working towards high school diplomas (GED). Offers classes in citizenship, languages, and special interests such as arts, crafts, sports and cooking.
