The Department of Health Early Intervention Section (EIS) provides early intervention services to infants and toddlers below three years of age with special needs (developmentally delayed or biological risk). Biological risk means having a diagnosis/condition with a high probability of resulting in a developmental delay. Specialists support parents in helping their child develop in the following areas: COMMUNICATION: talking | understanding COGNITIVE: paying attention | solving problems PHYSICAL: sitting | walking | picking up small object SOCIAL & EMOTIONAL: playing with others | having confidence ADAPTIVE: eating | dressing self Family centered care principles guide providers in supporting the child and family. Services are provided within the child's daily routines and activities. A primary service provider and coaching model is used to teach parents and/or primary care givers strategies to support the child's development.

(Hawaii H.O.M.E. Project, Hawaii HOME Project - Mobile Medical Clinic for the Kona Low) The Hawaii HOME Project provides a mobile medical clinic for the people on the North Shore of Oahu affected by the Kona Low in March 2026. Assistance is now available at the Community Assistance Center at Waialua District Park. Services include: wound care, check ups, and medications. A limited supply of medications are on hand and prescriptions can be written if necessary. General necessities/supplies are available but are limited. (Ohana Finding) Family Finding is a process designed to identify, locate and engage family members of children and youth who are in foster care. Family Finding utilizes database case mining and internet searches to identify and locate family and other possible relatives. Individuals who are identified as possible relatives are verified via phone contact and/or letters, and names of confirmed family members are compiled onto maternal and paternal family lists. These lists are then submitted to Child Welfare Services (CWS), the GAL, and the EPIC Ohana Conference coordinator or the Ohana Connections specialist to assist them in engaging relatives to help care for, provide support for, or reconnect to the child in care. (PACT) The Building Industry Association of Hawaii (BIA Hawaii) offers a Pre-Apprenticeship Construction Training (PACT) program, funded through the Workforce Innovation and Opportunity Act (WIOA) in partnership with Work Hawaii. This six-week program is free for qualifying individuals and is intended to prepare participants for entry-level employment in the construction field. The curriculum includes: OSHA 30 Certification; CPR/First Aid/AED and Bloodborne Pathogens; Introduction to carpentry, HVAC, plumbing, and electrical; Green building fundamentals; Lead Renovation, Repair and Painting (RRP) Certification; Disaster site safety (15-hour OSHA); Job readiness support, including resume preparation and interview coaching; A guided tour of an active construction site. Participants also earn nationally recognized credentials, including the Home Builders Institute (HBI) Pre-Apprenticeship Certificate, and leave the program prepared for roles such as laborer, carpenter, plumber, or electrician assistant with pathways toward advancement in the industry.
