The purpose of the Family Self-Sufficiency (FSS) program is to enable eligible families to achieve economic independence and self-sufficiency. Kauai County Housing Agency's (KCHA) FSS program is the conduit between the client and the appropriate supportive services necessary to achieve independence. FSS case managers are assigned to FSS participants to make a proper assessment of strengths, needs and aspirations. The case manger will guide each client through a service plan which outlines short and long-term goals. Some of the services provided to families include: child care, transportation necessary to receive services, remedial education, job training and preparation, substance abuse treatment and counseling, training in homemaking and parenting skills, training in money management, training in household management; and any other services and resources appropriate to assist eligible families to achieve economic independence and self-sufficiency. (TANF, TAONF) The federal Temporary Assistance for Needy Families (TANF) Program provides temporary cash assistance to eligible families. The monthly cash assistance given to families may be used to pay for food, clothing, housing and utility expenses, and other daily needs. Eligible families include at least one specified relative adult and a minor dependent child who resides in the same home. In addition, family members must be US citizens. The State of Hawaii Temporary Assistance for Other Needy Families (TAONF) Program provides the same benefits and services to Hawaii’s vulnerable families with children as the TANF program. The TAONF program eligibility includes mixed citizens and non-citizens, and single- and two-parent households. (Women Infants and Children Nutrition Program) The Special Supplemental Nutrition Program for Women, Infants and Children (WIC), is a federally funded program which provides Hawaii residents with nourishing supplemental foods, nutrition education, breastfeeding promotion and health and social service referrals. The participants of WIC are either pregnant, breastfeeding, or postpartum women, and infants and children under age five who meet income guidelines and have a medical or nutritional risk. (Child Care Connection Hawaii, Arbor, CCCH) Child Care Subsidy (CCS) program helps low-income families to sustain their employment, educational efforts and job training by paying a subsidy for their children who are in the care of Department of Human Services (DHS)-approved child care providers. Unless child care is required for protective purposes, families must meet income and activity requirements to qualify for this subsidy program.

(ELR) Early Learning Readiness (ELR) for Family, Friend and Neighbor Caregivers is a research-based community program that gives young children (not in facility-based childcare), high-quality physical, emotional and cognitive experiences. It also equips their teacher, ensuring they start kindergarten ready to learn. The program provides a stimulating, preschool-like experience through learning centers that foster young child development and improve school readiness, while also supporting and developing the skills and knowledge of caregivers. Early Learning Readiness - services are provided at the Aliamanu Military Reservation for the Pearl Harbor locations.

Read To Me International promotes reading aloud as a means to raising children who love and value reading. It bases its mission, "To share the love and joy of reading aloud," on research and best practices through the following activities: presentations and workshops to parents, educators, and caregivers; book fairs; biennial read-aloud conferences featuring authors and illustrators; prison literacy; programs for mothers, including one for those living in transitional housing; and special events, including reading to children in schools, preschools, and service organizations.
