Pre-Apprenticeship Construction Training

(PACT) The Building Industry Association of Hawaii (BIA Hawaii) offers a Pre-Apprenticeship Construction Training (PACT) program, funded through the Workforce Innovation and Opportunity Act (WIOA) in partnership with Work Hawaii. This six-week program is free for qualifying individuals and is intended to prepare participants for entry-level employment in the construction field. The curriculum includes: OSHA 30 Certification; CPR/First Aid/AED and Bloodborne Pathogens; Introduction to carpentry, HVAC, plumbing, and electrical; Green building fundamentals; Lead Renovation, Repair and Painting (RRP) Certification; Disaster site safety (15-hour OSHA); Job readiness support, including resume preparation and interview coaching; A guided tour of an active construction site. Participants also earn nationally recognized credentials, including the Home Builders Institute (HBI) Pre-Apprenticeship Certificate, and leave the program prepared for roles such as laborer, carpenter, plumber, or electrician assistant with pathways toward advancement in the industry.
