The federal Supplemental Nutrition Assistance Program (SNAP) provides crucial food and nutritional support to qualifying low-income and needy households, and those making the transition from welfare to self-sufficiency. The SNAP processing center provides public assistance, food stamps (SNAP) and financial assistance, to eligible individuals and families. They handle new applications and ongoing assistance. A paper copy of the application can be downloaded, printed, signed and submitted via US postal mail or dropped off in the drop box. Accepts information on missing persons. HPD does not handle driver's licensing or motor vehicle registration, abandoned vehicles or safety inspections (these are provided by Department of Finance, Motor Vehicle & Licensing Division).

Provides a comprehensive recreational program in the community. There are three program periods throughout the year: fall, spring and summer. Activities are geared for all ages, including classes in arts and crafts, Hawaiiana, games and sports, music, seasonal activities and crafts, and excursions. Operates an adult day health program which provides therapeutic services and treatments including nursing care, recreational therapy and social services. Designed for persons at risk for long term care placement. Accepts volunteers 16 years old or older, to assist in transporting residents, general office duties, music leaders, craft assistants, active games, religious services, pet therapy, ethnic groups, sewing craft projects, etc.

Enforces the State Wage and Hour Law, Wages and Hours of Employees on Public Works Law, Payment of Wages and Other Compensation Law, Child Labor Law, and Hawaii Family Leave Law. Administers statewide program of labor law enforcement involving compliance investigations of minimum wage, overtime, and payroll records, prevailing wage and overtime for laborers performing work on State and County public works construction projects, illegal deduction, late pay, and pay statement violations. Administers program for hearings related to unlawful suspension or discharge due to work injury or garnishment. Investigates unlawful practices relating to lie detector tests. Enforces Hawaii child labor law relating to employment of minors under 18 years of age. Provides information on obtaining work permits.

(ATV, Alternatives to Violence) Professional counselors on call to help youth who are in psychiatric crisis or to supplement the efforts of their caregivers. Counselors can refer clients to specialized, short-term, out-of-home placement when needed. Offers a full spectrum of services to women, men, and children in the intervention and prevention of domestic violence.

KHP is a non-profit substance misuse treatment and recovery support Center with a focus on Native Hawaiian cultural values. Provides Outpatient treatment and support services for Molokai residents in early recovery from alcohol and other drug addictions. Also provides 12-step meetings and faith-based recovery support meetings. Provides urine analysis (UA) Testing for youth up to age 18 and adults. Able to provide alcohol and other drugs (AOD) assessments for driving under the influence (DUI) or treatment appropriateness for a fee. KHP has programs for Pregnant and/or parenting Women with children who want to engage in outpatient treatment. Also, persons with a co-occurring mental health diagnosis and a substance use disorder can join dual diagnosis treatment groups. KHP has an emergency food pantry open on Tue and Thurs after 12:30pm. Through volunteers, provides transportation to medical treatment. Also offers support group meetings and stop smoking programs, cab vouchers.
