Eligibility

Your household may be eligible for assistance regardless of the household's total income if someone in your household receives Supplemental Security Income (SSI), Supplemental Nutrition Assistance Program (SNAP or Food Stamps), or Temporary Assistance for Needy Families (TANF) benefits. Income below 150% of the Federal Poverty Guideline.

Application process

Appointment Required In person application or download the application online and submit via mail, or drop off at the office. All mailed applications must be sent to 47 Rainbow Drive, Hilo, HI 96720. Call (808) 437-3631 for an appointment.

(H-HEAP, LIHEAP, LIHEAP EC, Low-Income Home Energy Assistance Program - Energy Credit - Pahala) The Hawaii Home Energy Assistance Program (H-HEAP) is a federally funded program that provides eligible low-income households with a one-time utility assistance payment. Applications for the Energy Credit Program (disconnection notice not required) will be accepted June 2025. The Energy Credit (EC) assists households not in crisis needing assistance with utility costs by providing a one-time supplemental payment to help offset the client's cost. EC applications are accepted every June and payments are made directly to your utility company (Hawaiian Electric or Hawaii Gas Company) during the following Fiscal year. You can choose either Energy Credit (EC) or Emergency Crisis Intervention (ECI) just one assistance per fiscal year. A checklist of additional required documents is included in the application. Documents can be sent as a PDF or JPEG as long as copies are clear. H-HEAP will not be responsible for returning original documents if sent in (e.g. ID's, Birth Certificates, Social Security Cards, Paystubs, Housing Documentation, etc.); Please provide copies only.
