Eligibility
Households with low income. Regardless of income, households with at least one member receiving TANF, SSI or SNAP (food stamps) may be eligible. Applicants must have an active utility account,60% State Median Income for households 1-10 persons, 150% of the Federal Poverty Level for households 11-20 persons. Visit the website for more information. Everyone who lives in the house (or uses the electricity if more than one dwelling is on one electric meter) must be listed as part of the household.

(H-HEAP, Low-Income Home Energy Assistance Program - Energy Credit - Kalaeloa District, LIHEAP, LIHEAP EC) Hawaii Home Energy Assistance Program (H-HEAP) Energy Credit (EC) is designed to help families keep their utilities (gas or electric) on. H-HEAP primarily assists households by applying an energy assistance grant directly to the energy provider on behalf of the eligible household through the Energy Credit (EC). Applications are accepted during the month of June only. Credit amount varies by household. Call the Honolulu Community Action Program (HCAP) Kalaeloa District Service Center for more information.
