Eligibility
-Household members must be US citizens or Lawful Permanent Residents
-All adults must sign the application and provide a picture ID
-All household members older than one year old must provide a Social Security number
-You must be a resident of the state of Hawaii and have a place of residence
-You must be responsible for an electric bill and/or gas bill
-Your income must be below 150% of the Federal Poverty Level.
Households with a TANF, SSI or SNAP recipient may be eligible for an income exemption

Applications will NOT be accepted via email. All applications must be dropped off in person at any of the locations (Wailuku, Hana, Lanai, Molokai), sent via mail (postmarked by June 30, 2026), or dropped off at the Wailuku Office by June 30, 2026.

(H-HEAP, Low-Income Home Energy Assistance Program - Energy Credit - Molokai, LIHEAP, LIHEAP EC) Hawaii Home Energy Assistance Program - Energy Credit (H-HEAP) is a federal program that provides qualifying low-income households with a one-time credit to offset household energy costs.
Applications for this program are only accepted during the month of June.
The amount of the credit varies each year and is based on the total number of people living in the house.
Applicants must have an active electric account and are required to submit a current electric bill.
Applicants may apply, once per program year for one of the two types of credit: Energy Credit (EC) or Emergency Crisis Intervention (ECI).
