Eligibility

Applicants shall: 1. Be a bona fide farmer -or- 2. Be a new farmer -or- 3. Be a qualified aquaculturist -and- 4. Be a citizen of the United States who has resided in Hawaii for at least 3 years -or- a permanent status alien who has resided in Hawaii for the last 5 years -and- 5. Not have had during the 5 years preceding the date of disposition a previous sale, lease, license, permit, or easement covering public lands cancelled for failure to satisfy the terms and conditions thereof -and- 6. Not be in arrears in the payment of taxes or other financial obligations to the state of Hawaii or to any of its counties
