City and County of Honolulu Down Payment Loan Program

Prospective homebuyers who: -Do not own a residential property -Who are U.S. citizens or U.S. permanent residents -Whose annual household income does not exceed the maximum income levels (see the website) -Pay 5% of their own funds toward the purchase price as a down payment. -The down payment cannot exceed 30% of the purchase price.
Apply for a loan at your primary (first mortgage) lender and tell them you wish to apply for the City's Down Payment loan and ask that they contact the Branch Chief, Alan Tamanaha for a preliminary screening.

City and County of Honolulu's Department of Community Services is now accepting pre-eligibility inquiries for home loans up to $40,000. Families earning up to 80% of Honolulu’s area median income can qualify. Loans will be awarded on a first-come, first-served basis to qualified Oʻahu residents. Step 1 – If you appear eligible, the lender will be asked to list the City's Down Payment loan of $40,000 (or less) as "subordinate financing" on your Uniform Residental Loan Application (commonly referred to as a Fannie Mae Form 1003 or Freddie Mac Form 65). Step 2 – After initial loan approval from your first mortgage lender, the lender will be asked to submit electronic copies of your loan application and supporting documents to the City. The City will use copies of the lender's finalized loan forms and supporting documentation to approve the Down Payment loan.
